CARE Internacional, a development and humanitarian organization in Mozambique since 1986 with offices in more than 70 countries and part of a large international federation seeks to hire dynamic and experienced professionals, WASH Advisor based in Mozambique Nampula. Job Summary The WASH Advisor provides strategic leadership, technical expertise, and support in the design, implementation, and evaluation of Water, Sanitation, and Hygiene (WASH) projects. This role will lead the learning agenda within the WASH components, ensuring that lessons learned from past and ongoing projects are systematically documented, analyzed, and applied to improve program effectiveness and drive innovation in the sector. The WASH Advisor is responsible for ensuring that WASH interventions meet high-quality standards, comply with donor and organizational requirements, and address the needs of target communities in both emergency and development settings. This includes ensuring the integration of WASH standards and innovations into project design and implementation, supporting the learning agenda, and promoting sustainability. The WASH Advisor will provide advisory support, capacity building, and technical guidance to both CARE staff and partners. They will ensure that WASH components are aligned with donor and organizational requirements, and that the needs of vulnerable communities, particularly with a focus on gender-sensitive approaches, are addressed. Success in this role will be measured by the effective integration of WASH across CARE’s programs, the development of knowledge-sharing mechanisms for continuous improvement, and the establishment of strong relationships with key stakeholders in the sector. Strategic Leadership and Technical Support (30%) Provide strategic leadership for the design, implementation, and monitoring of WASH interventions, ensuring alignment with organizational goals, international standards (Sphere, WHO, etc.) and government priorities. Offer technical guidance on the design and development of WASH projects, including proposal writing, resource allocation, and budgeting. Ensure the integration of WASH standards and innovations into program design, implementation, and M E systems. Learning Agenda and Capacity Building (30%) Support WASH learning agenda, ensuring lessons learned are systematically documented, analyzed, and applied to improve program effectiveness. Systematically identify knowledge gaps and conduct training, mentoring, and coaching for CARE staff and partners, ensuring a sustainable transfer of knowledge and best practices. Organize knowledge-sharing workshops and learning events, documents to improve the quality of WASH interventions. Program Design, Implementation, and Monitoring (15%) Support teams in the design, execution, and monitoring of WASH projects, ensuring gender-sensitive approaches are integrated. Conduct field visits to monitor the quality of WASH programs and offer real-time support for teams to make necessary adjustments. Ensure the alignment of WASH programming with broader CARE Mozambique strategic priorities, and coordinate with other sectors such as nutrition and health. Design and roll-out tools and procedures to monitory, document quality and adopt appropriate adaptive management approaches. Strategically guide integrated programming on WASH sector from humanitarian assistance to development. Representation, Advocacy, and Coordination (15%) Advocate for WASH-related policies that address the needs of vulnerable groups, with a focus on gender-sensitive approaches. Collaborate with local, national, and international stakeholders to strengthen partnerships for effective WASH interventions. Risk Management and Quality Assurance (5%) Identify and mitigate risks associated with WASH interventions, including water contamination and environmental hazards. Ensure compliance with safety and environmental standards in all WASH-related activities. Conduct quality assessments to ensure WASH programs meet donor and organizational standards. Other responsibilities as assigned 5% of time Qualifications/ Experience/ Technical Skills Bachelors or Master’s degree in Water Engineering, Environmental Science, Public Health, or a related field. Minimum of 5 years of experience in WASH programming at management level, preferably in both humanitarian and development contexts. Proven experience in managing WASH programs, leading capacity-building initiatives, and supporting proposal development. Familiarity with international WASH standards such as Sphere and WHO guidelines. Strong leadership, analytical, and problem-solving skills. Experience in program management, including design, implementation, and monitoring of WASH interventions. Technical expertise in water supply systems, sanitation facilities, and hygiene promotion. Strong capacity in training, mentoring, and knowledge-sharing.
